FLASH UPDATE #1 – INVEST 95W (TROPICAL DEPRESSION DODONG)

OVERVIEW: According to PAGASA, INVEST 95W (local name and intensity: Tropical Depression Dodong) made its first landfall in Dinapique, Isabela Today, 14 July 2023 with maximum sustained winds of 45 km/h near the centre and gustiness of up to 55 km/h. As of today’s forecast, 14 July, at 0400 HRS UTC+7, INVEST 95W accelerates while moving westward and is now over the coastal waters of Laoag, Icolos Norte.
MOVEMENT & INTENSITY: According to PAGASA, INVEST 95W is moving westward at 20 km/h with maximum sustained winds of 45 km/h near the centre, gustiness of up to 75 km/h, central pressure of 998 hPa, and strong winds extend outwards up to 150 km from the centre.
FORECAST:
- Track – INVEST 95W is forecast to move westward or west-northwestward before turning generally northwestward over the West Philippine Sea until it exits the Philippine Area of Responsibility (PAR) on 15 July evening or on 16 July early morning. Outside the PAR, INVEST 95W will move generally west-northwestward over the waters south of southern China.
- Intensity – According to PAGASA, INVEST 95W may reach tropical storm category by tomorrow while over the West Philippine Sea.
TCWS: At most TCWS no. 1 – Wind threat Strong Winds (minimal to minor threat to life and property): Cagayan including Babuyan Islands, Apayao, Ilocos Norte, Abra, Ilocos Sur, Mountain Province, Kalinga and the northern portion of Isabela.
HAZARDS:
- Heavy Rainfall – At most more than 100mm over Cagayan, Apayao, Kalinga, Abra, Benguet, Ilocos Norte, La Union, and Pangasinan.
- Severe winds – Minimal to minor impacts from strong winds (i.e., strong breeze to near gale strength) are also possible within any of the areas where Wind Signal No.1 is currently in effect.
- The Southwest Monsoon enhanced by INVEST 95W may bring significant amount of rainfall with at most 100mm over Zambales, Bataan, Occidental Mindoro, and the northern portions of Palawan including Calamian, Cuyo, and Kalayaan Islands; and gusty conditions over MIMAROPA, Bicol Region, Western Visayas, CALABARZON, Metro Manila, Central Luzon, and other areas of Northern Luzon.
FLOODING SITUATIONS IN THE PHILIPPINES: According to the NDRRMC, the flooding situation caused by Intertropical Convergence Zone (ITCZ), Southwest Monsoon, and Low-pressure area has been reported in BARMM, CALABRZON, and NCR. More than 29K families were reportedly affected. Data collection on the impacts and damages assessments are ongoing by relevant authorities.
PREPAREDNESS AND RESPONSE:
- On 14 July 2023, NDRRMC-OCD remains on ALERT Status BLUE (half of the members of the NDRRMC are on standby for any emergencies caused by this disaster)
- NDRRMC-OCD also convened select member agencies and Regional DRRMCs for weather updates on 13 and 14 July 2023; continuous monitoring of the situation and dissemination of advisories; and continuous dissemination of Emergency Alert and Warning Messages (EAWMs).
- PAGASA continue to monitor the weather situation and provision of weather updates to all stakeholders.
- DILG also convene their respective Local DRRMCs and conducts Pre-Disaster Risk Assessments (PDRA) for floods, flash floods, rain-induced landslides, debris flow, strong winds, and other hydrometeorological hazards.
The AHA Centre will continue to monitor for further developments and issue necessary updates.
