FLASH UPDATE #1 – Tropical Cyclone BEBINCA & Southwest Monsoon

OVERVIEW: According to PAGASA, on 14 September at about 1600H UTC+7, TC BEBINCA (Philippines local name Ferdie) located outside the Philippines Area of Responsibility. However, the southwest monsoon continues to affect Luzon, Visayas, and Mindanao. Impacts of flooding in Southern Luzon and Visayas reported by NDRRMC. Meanwhile, PAGASA reports on a new Low Pressure Area INVEST 97W located 440km East of Casiguran, Aurora. PAGASA is also monitoring another Low Pressure Area about 2,146 km East of Eastern Visayas. Heavy rainfall warning still raised in some parts of Palawan and Visayas.
IMPACTS AND DAMAGES: Based on NDRRMC Situation Report issued on 15 September 2024 at 0700H UTC+7, the effects of TC BEBINCA and the Southwest Monsoon had caused the following impacts:
Casualties and Affected Population
- 47,166 families (203,197 persons) affected from Regions Region 5, 6, 7, 9, 10, 11, 12, and BARMM.
- 36,626 currently internally displaced persons (3,528 families or 13,825 persons inside 133 evacuation centres; and 22,801 families or 4,720 persons outside evacuation centres).
- 6 people dead, 11 injured, and 26 missing.
Damages
- An estimated 3.8K USD worth of damages (houses, infrastructure, and other assets)
97 houses damaged (85 partially, 12 totally)
Lifelines
- 40 road sections and 6 bridge sections were affected (17 road sections and 3 bridges still not passable).
- 100% of affected airports and 23% affected seaports have already resumed operations.
- 100% power-affected, water supply-affected, and telecommunications-affected cities/municipalities have been restored.
Related incidents
- 92 flooded areas, and 25 other related incidents (rain-induced landslides, collapsed structures, and others) were reported.
- As of reporting, a total of 57 areas remains inundated, primarily in Region 5 (9), 6 (9), 7 (18), 9 (7), BARMM (7), and MIMAROPA (7),
HAZARDS:
- Heavy Rainfall – According to PAGASA, The Southwest Monsoon will bring cloudy skies with scattered rain showers and thunderstorms in Metro Manila, Zamboanga Peninsula, BARMM, SOCCSARGEN, CARAGA, Northern Mindanao, Zambales, Bataan, and the rest of Visayas, CALABARZON, and Bicol Region
- The rest of Mindanao and Luzon will experience partly cloudy to cloudy skies with isolated rain showers and thunderstorms due to the Southwest Monsoon and localized thunderstorms
PREPAREDNESS AND RESPONSE:
- NDRRMOC is currently on BLUE Alert
- NDRRMC and relevant authorities have immediately responded and provided assistance to affected communities.
- NDRRMC and PHIVOLCS are closely monitoring Mt. Kanlaon and have issued advisories and warnings about the potential lahar flow that may be triggered by rains brought by the trough of TC BEBINCA and SWM.
- The NDRRMC disseminated Emergency Alert and Warning Messages to affected provinces.
- Continuous monitoring and dissemination of warnings and advisories.
- Continuous coordination with OCDROs and NDRRMC Member-Agencies.-Conducted Weather Updates on 11, 12, and 13 September 2024 regarding the weather situation.
- Activated Virtual EOC since 02 September 2024.
- PAGASA conducted regular press briefings about TC BEBINCA and the Southwest Monsoon.
- PAGASA continues to monitor and release regular updates and advisories.
- Localised rainfall and flood warning are regularly issued in affected areas/areas at risk.
- Authorities are closely monitoring and coordinating with the relevant agencies for proactive measures related to the potential development of these systems
The AHA Centre will continue to monitor for further developments and issue necessary updates.
