FLASH UPDATE #2 – Tropical Cyclone YINXING
Countries under monitoring: Cambodia, Lao PDR, Philippines, Thailand, Viet Nam
OVERVIEW: According to the National Center for Hydro-Meteorological Forecasting (NCHMF) of Viet Nam, Tropical Cyclone YINXING has weakened into a tropical depression. At 0700H UTC+7 today, the centre of YINXING was at about 14.6 degrees North latitude; 109.7 degrees East longitude, over the sea of ??Quang Nam-Binh Dinh.
INTENSITY & STRENGTH: The strongest wind near the centre was level 6 (39-49 km/h), gusting to level 8.
FORECAST: According to NCHMF, YINXING will move southwestward at about 15 km/h, weakening into a low pressure area. According to the forecast, at 1900 HRS UTC+7, it is estimated to be located on the coastal areas of Quang Ngai-Phu Yen provinces with wind intensity less than level 6.
HAZARDS:
- According to NCHMF The sea area from Thua Thien Hue to Phu Yen (including Ly Son island district) on 12 November has strong winds of level 6, gusts of level 9, waves 2.0-3.0m high; rough seas.
- On 12 November, the area from Thua Thien Hue to Phu Yen will have moderate rain, heavy rain, some places with very heavy rain and thunderstorms with rainfall from 40-100 mm, locally over 200 mm. Warning of the risk of local heavy rain (>100mm/6 hours).
- The Central Highlands will have moderate rain, heavy rain, some places with very heavy rain and thunderstorms with rainfall from 30-60 mm, locally over 150 mm
ANTICIPATED RISKS:
- During thunderstorms, there is a possibility of tornadoes, lightning and strong gusts of wind; heavy rain and localized heavy rain can cause flooding in low-lying areas; flash floods on small rivers and streams, landslides on steep slopes.
- According to DMRS, YINXING can bring about 76-172 mm of rainfall in Central Vietnam, about 25-76mm rainfall in eastern half of Cambodia, Southern Lao PDR, eastern Thailand, and north-central and south-central Viet Nam. Less than 76mm rainfall is expected in the rest of Cambodia, Central Lao PDR, Northeaster-Eastern Thailand, and Northern and Southern Viet Nam.
- NCHMF and VDDMA are also closely monitoring TC TORAJI which currently traversed the Philippines and currently active in the Viet Nam East Sea.
- PAGASA and NDRRMC are also closely monitoring Tropical Cyclone USAGI (local name Ofel, previously INVEST 94W) and TC MAN-YI (previously INVEST 93W). Tropical Cyclone USAGI has entered PAR today and was given the local name “Ofel.” It is also expected to track towards Northern Luzon, with potential landfall by Thursday or Friday. Tropical Cyclone Man-Yi, currently outside PAR, continues to track towards the Philippines and is expected to enter PAR within this week.
PREPAREDNESS AND RESPONSE:
Cambodia
- The Ministry of Water Resources and Meteorology (MOWRAM) monitors and releases advisories on the development of weather disturbances.
- The National Committee on Disaster Management (NCDM) Cambodia monitors the weather disturbances are conducts preparedness measures.
Lao PDR
- The Department of Meteorology and Hydrology (DMH) Lao PDR monitors and releases advisories on the development of weather disturbances.
- The National Disaster Management Office (NDMO) Lao PDR monitors the weather disturbances are conducts preparedness measures.
Philippines
- Relief and preparedness efforts are being intensified as series of tropical cyclones and low pressure areas are monitored by PAGASA.
- PAGASA and NDRRMC regularly emphasizes the risks and warnings on multi-hazards associated with the series of tropical cyclones, especially in areas with high antecedent rainfall.
- NDRRMC advised the public to refrain from unnecessary travel to ensure that roads are not congested for fast delivery of relief items to the provinces affected by the tropical cyclones.
- Pre-emptive evacuations have been conducted by local authorities in areas along the track of TC YINXING.
- The Mines and Geoscience Bureau (MGB) released the list of barangays highly susceptible to rain-induced landslides based on the actual rainfall and projected rainfall from PAGASA.
- The NDRRMC circulated the list and urges LGUs to use the geohazard maps to better prepare for disasters and guide evacuations.As of this reporting period, the NDRRMC is also responding to the combined impacts of Tropical Cyclones Trami and Kong-Rey, and Tropical Cyclone TORAJI.
- PAGASA continues to closely monitor and release regular updates and advisories.
- Relevant authorities and concerned local governments closely monitor updates and coordinate with PAGASA and other ministries.
Thailand
- The Thailand Meteorological Department (TMD) monitors and releases advisories on the development of weather disturbances.
- The Department of Disaster Prevention and Mitigation (DDPM) Thailand is closely monitoring the weather disturbances are conducts preparedness measures.
Viet Nam
- According to the Viet Nam Disaster and Dyke Management Authority (VDDMA), on 10 November 2024, the Ministry of Agriculture and Rural Development has issued Document No. 8439/BNN-DD dated 10 November 2024 sent to the People’s Committees of provinces and cities from Thua Thien Hue to Binh Dinh on proactively responding to heavy rain in the Central region.
- On 8 November, Deputy Minister of Agriculture and Rural Development Nguyen Hoang Hiep chaired a meeting with ministries, branches and localities on response to TC YINXING.
- On 7 November, the Prime Minister issued Official Dispatch No. 114/CD-TTg directing proactive response to TC YINXING.
- On 7 November, the Ministry of Foreign Affairs sent a diplomatic note to countries and territories requesting to create conditions and support for fishermen to take shelter; the Ministries of National Defense, Public Security, and Transport sent a telegram on proactively responding to storm YINXING.
- On 6 November, the Ministry of Agriculture and Rural Development issued Official Dispatch No. 8356/CD-BNN-DD to the People’s Committees of coastal provinces and cities from Quang Ninh to Binh Thuan on responding to TC YINXING near the East Sea.The Department of Dyke Management and Natural Disaster Prevention and Control has increased its 24/7 on-duty work; provided advice and direction on responding to storms off the coast of the Philippines; and sent 7.9 million Zalo messages instructing ships and boats to safely avoid storms in the area from Quang Ninh to Binh Thuan.
- At this reporting time, VDDMA is also conducting preparedness measures in anticipation to the potential effects of TC TORAJI which is currently being monitored over the East Sea.
- The NCHMF continues to closely monitor these weather disturbances and issues regular updates and advisories.
IMPACTS IN THE PHILIPPINES:
- LANDFALL: According to PAGASA, TC YINXING, at near super typhoon strength, made first landfall in Santa Ana, Cagayan on 7 November at 14:40H UTC+7. It traversed the coastal municipalities of Cagayan and at 2000H UTC+7, YINXING made its second landfall in Sanchez-Mira, Cagayan. At most, Tropical Cyclone Wind Signal (TCWS) No. 4 (severe to significant impacts to typhoon-force winds) was raised over Cagayan, Babuyan Islands, and Apayao. PAGASA and NDRRMC reported that life-threatening conditions were experienced as YINXING tracked the northernmost municipalities of Cagayan. On 9 November, TC YINXING exited the Philippine Area of Responsibility (PAR) and tracked toward the Viet Nam East Sea.
- IMPACTS: Based on the latest NDRRMC Situation Report dated 12 November 2024 issued at 0700H UTC+7, the effects of TC YINXING and the had caused the following impacts:
- 1 injury, 1 missing person, and a total of 375K affected population (107.5K families) in Regions 1, 2, and CAR
- 265 persons currently displaced, of which, 72 are being served inside 6 evacuation centres
- 28.2K damaged houses (of which 1.1K are totally damaged)
- 66 road sections (17 not passable) and 27 bridge sections (4 not passable) were affected
- 1.12K hectares of crops were affected in Region 1
- Approximately USD 708.3K worth of damage to agriculture and infrastructure.
