
OVERVIEW: Severe and sustained rainfall from 16–22 November led to widespread flooding across the Central Region, particularly in Dak Lak, Khanh Hoa, Gia Lai, and Lam Dong. Rainfall totals in Dak Lak reached 500–1,900 mm, with several stations recording over 800 mm in a single day on 19 November, classified as exceptionally heavy and widespread. Water levels on major rivers rose to very high levels, and official reports confirm that parts of Dak Lak and Khanh Hoa exceeded historical flood peaks. Rapid water level increases led to deep and extensive inundation, with some communes in eastern Dak Lak submerged by 1.5–3 metres. The scale and extent of flooding have been noted in as among the most significant events recorded in the Central Region in recent decades. Flooding also resulted in landslides, transport disruptions, major agricultural and livestock losses, and prolonged interruptions to electricity and telecommunications services.
IMPACTS: According to VDDMA’s Quick Report as of 24 November 2025:
- A total of 102 dead or missing: 90 dead (Quang Tri 01, Hue 02, Da Nang 02, Gia Lai 03, Dak Lak 63, Khanh Hoa 15, Lam Dong 04); 12 missing (Da Nang 02, Dak Lak 08, Khanh Hoa 01, Lam Dong 01)
- 308 houses collapsed and 1159 houses were damaged
- Currently, Dak Lak province still has 04 communes, Lam Dong province still has 105 flooded households, 82 households in Cat Tien commune are isolated due to flooding, making travel difficult, currently moving by boat and other means to access food and necessities.
- At the time of the biggest flood, 202,567 houses were flooded (Gia Lai 20,775, Dak Lak 150,000, Khanh Hoa 30,655, Lam Dong 1,137).
- 82,414 hectares of rice and crops were damaged
- 147,065 hectares of other crops were affected
- 1,730,983 livestock and poultry died or were swept away
- 1,307 hectares of aquaculture were damaged
- Multiple locations along national highways and major roads have been disrupted due to landslides
- Currently, 51/301 communes and wards are disconnected due to power outages
- Initial estimated economic damage amounts to 13,748 billion VND (522M USD)
HAZARDS & ANTIPICATED RISKS:
- Tropical Depression 33W: As of 0700H UTC+7, TD 33W was located over central Philippines with winds of level 7 (50–61 km/h), moving west-northwest at 20–25 km/h. It is forecast to enter the East Sea on 26 November and may strengthen into a storm with winds up to levels 8–10, then continue intensifying as it moves west-northwest across the central East Sea through 27 November. From 26–28 November, strong winds, rough seas, and waves up to 3–5 meters are expected across the central and northern areas of the East Sea, including waters northeast of the Truong Sa area. (NCHMF)
- La Niña: La Niña conditions are present and are predicted until January – February 2026. The typical impact of La Niña on Southeast Asia is wetter-than-average rainfall conditions, including for much of the Maritime Continent during December to February (ASMC).
CURRENT SITUATION: According to VDDMA’s Quick Report as of 24 November 2025:
- Floodwaters are receding, but lingering inundation and infrastructure disruption persist in some areas.
- Large amounts of debris, fallen trees, and animal carcasses remain across fields and residential areas, posing a risk of disease outbreaks.
- Authorities are focusing on restoring services, supporting affected households, clearing transport routes, and preparing for potential impacts of the approaching tropical depression.
- 38,381 households (119,938 people) evacuated at peak flooding; most have returned home.
PREPAREDNESS AND RESPONSE:
- The Prime Minister ordered full mobilization of all forces to reach isolated communities, rescue affected people, supply immediate food, drinking water, and essential items, and arrange safe evacuation and temporary shelter if needed. Ministries were instructed to strengthen search and rescue, ensure safe reservoir operations, restore electricity and communications, manage road closures in dangerous areas, support health and sanitation measures, and assess damages.
- The Government also directed rapid distribution of rice, emergency funds, and logistics support; assigned Deputy Prime Ministers to oversee response operations in each province; and called on public solidarity and assistance for affected communities. On the afternoon of 24 November, Prime Minister Pham Minh Chinh, government leaders and staff observed one minute of silence for the flood victims and each contributed at least one day’s salary to support affected communities, reflecting the spirit of solidarity and mutual support.
- As floodwaters have fully receded in the eastern communes of Dak Lak, local authorities are urgently carrying out environmental sanitation and disease-prevention measures. Environmental workers, health teams, and local forces are prioritizing the collection and disposal of dead livestock, clearing waste, and disinfecting affected areas. Commune health stations are distributing chloramin B and Aquatab for water treatment, repairing facilities, and resuming medical services. Local authorities have mobilized machinery and transport to remove waste to centralized disposal sites, while rapid-response health teams support field operations. With coordinated efforts, environmental conditions in the flooded areas of eastern Dak Lak are gradually improving, helping communities stabilize after the disaster.
- On 24 November, relief goods from the EU and international organizations including UNICEF, IOM, Save the Children, CRS in Vietnam through the VDDMA were delivered to Dak Lak province.
- VDDMA continues to coordinate with all relevant ministries supporting the ongoing response and recovery efforts. NCHMF continues to closely monitor the weather conditions and provides regular updates and advisories.
