IMPACTS: As of 25 Nov at 1100 HRS UTC+7, Agensi Pengurusan Bencana (NADMA) Malaysia reported flooding caused by Northeast Monsoon in 22 districts in the states of Kelantan (Tumpat, Kota Bharu, Bacok, and Pasir Puteh), Perlis (Perlis), Perak (Manjung, Perak Tengah, Bagan Datuk, Hilir Perak, Mualim, and Larut dan Selama), Selangor (Kuala Selangor, Petailing, Klang, Hulu Langat, and Sabak Bernam), Kedah (Kubag Pasu and Kulim), Pulau Pinang (Seberangai Perai Utara and Seberangai Perai Tengah), Terengganu (Besut), and Pahang (Raub) with a total of 6,826 families/ 20,357 persons displaced in 125 evacuation centres.
RESPONSE: Government of Malaysia, through Central Disaster Management Committee and NADMA has mobilised all branches of security agencies at all levels to tackle flooding affecting several states in the East and North Peninsular Malaysia (Bernama). On 24 November, Director-General of NADMA, YBrs. Tuan Meor Ismail bin Meor Akim, conducted a visit to affected communities at evacuation centres in Kelantan. Continuous monitoring and provision of regular updates and advisories are being conducted by JMM and NADMA.
THAILAND
IMPACTS: Strengthened northeast monsoon conditions over the Gulf of Thailand, the South, and the Andaman Sea have brought intense waves, strong winds, and widespread heavy to very heavy rainfall across southern Thailand. According to Department of Disaster Prevention and Mitigation (DDPM) as of 25 Nov at 0600 HRS ITC+7, from 17 November 2025 to today, flooding has occurred in 12 provinces (Prachuap Khiri Khan, Chumphon, Surat Thani, Krabi, Nakhon Si Thammarat, Trang, Phatthalung, Satun, Songkhla, Pattani, Narathiwat, Yala), affecting 112 districts, 696 subdistricts, and 5,063 villages, with 806,677 households (2,186,444 people) affected. At present, flooding remains in 9 provinces (Surat Thani, Nakhon Si Thammarat, Trang, Phatthalung, Satun, Songkhla, Pattani, Yala, Narathiwat), affecting 98 districts, 643 subdistricts, 4,688 villages, with 798,695 households (2,196,758 people) affected, with total of 13 fatalities have been reported (Nakhon Si Thammarat 6, Pattani 3, Yala 2, Phatthalung 2).
RESPONSE: Government agencies, military units, DDPM regional offices, and local humanitarian partners have been actively responding to the floods across Southern Thailand by conducting evacuations, providing life-saving assistance, distributing relief items and clean water, and supporting shelter operations. Authorities have also deployed pump trucks, mobile pumps, and water-pushing devices to accelerate drainage in severely affected areas, while local teams work to clear blocked routes and maintain traffic flow. Relevant authorities from province and national levels continue to assess conditions, release regular updates, coordinate operations, and ensure ongoing support to affected communities (DDPM).
ANTICIPATED RISK
According to the ASEAN Specialised Meteorological Centre (ASMC), wetter conditions are predicted over parts of the western Maritime Continent, including Peninsular Malaysia and Southern Thailand, until 30 Nov.
In Malaysia, MetMalaysia continues to issue continuous rainfall warnings (danger and severe levels) for several districts in Kelantan, Terengganu, Perlis, Kedah, Penang, and Perak. In Thailand, TMD forecasts that the lower southern region may still experiencing heavy to very heavy rainfall, particularly in Nakhon Si Thammarat, Phatthalung, Songkhla, Pattani, Yala, Narathiwat, Trang, and Satun. These conditions are driven by a strong low-pressure area (INVEST 95B) over the lower Southern Thailand and Malaysia, combined with a relatively strong northeast monsoon prevailing over the Gulf of Thailand, the South, and the Andaman Sea.
