On 15 October 2025, the AHA Centre and the Grand Duchy of Luxembourg signed a Memorandum of Intent (MoI) at the sidelines of the 13th ASEAN Ministerial Meeting on Disaster Management (AMMDM) in Phnom Penh, Cambodia.
The MoI focuses on the collaboration for humanitarian support to ASEAN countries affected by disasters, including developing cooperation and exchange of expertise in the field of Disaster Management and Emergency Response.
The agreement covers financial support for the replenishment and strategic enhancement of the ASEAN Disaster Emergency Logistics System (DELSA) stockpile to strengthen regional response capacity; collaboration in the field of emergency telecommunications; and technical expertise support and training for initiatives on innovation, including disaster management and Information and Communication Technology (ICT).
With Luxembourg’s technical expertise and innovation, this partnership aims to enhance ASEAN’s ICT infrastructure and ensure more effective and timely disaster response.
