Reflecting on the journey of the AHA Centre throughout 2023, this annual report stands as a testament to the collective efforts and resilience demonstrated by our community.

We are deeply thankful to the Vice Chair of the Governing Board and all its esteemed members members for the unwavering support during Viet Nam’s chairmanship in 2023. Together, we embraced the ethos of One ASEAN One Response in ensuring the realisation of activities as outlined in the AADMER Work Programme (AWP) 2021-2025.

As the operational engine of AADMER, the AHA Centre has been pivotal in our journey. As you will find in the following pages, the dedication and expertise of the AHA Centre have been instrumental in shaping our successes throughout the year. 

Among the highlights of 2023 are the emergency response to Typhoon Mocha, which saw the deployment of ASEAN-ERAT and DELSA relief items in Myanmar and the ASEAN Regional Disaster Emergency Response Simulation Exercise (ARDEX) in Yogyakarta, Indonesia. Both endeavours showcased our commitment to enhancing regional disaster resilience. Additionally, the hosting of key events such as the ASEAN-ERAT Level 2 Courses and the commemoration of the 20th anniversary of the ACDM underscored our continued dedication to capacity building and collaboration.

Under Viet Nam’s chairmanship, we were also honoured to host the 42nd and 43rd Meetings of ASEAN Committee on Disaster Management (ACDM), as well as the 18th and 19th Meetings of the Governing Board of the AHA Centre. These gatherings served as platforms for forging new partnerships, including the signing of Memoranda of Intent (MoIs) with JICA and ADRC. These new partnerships are key to further enhancing AHA Centre’s disaster response capabilities across the region. 

As we pass the torch to Brunei Darussalam for the year 2024, we extend our heartfelt congratulations to the incoming Chair of the Governing Board and ACDM Chair. We look forward to continuing to rise through every moment, fortified by our collective determination to build a safer, more resilient ASEAN Community.

The theme for this year’s annual report, “Rising through the Moments”, encapsulates the narrative of resilience, collaboration and progress that defines the journey of the AHA Centre throughout 2023. 

This year has been characterised by dynamic challenges and fruitful achievements which are made possible through the concerted efforts and dedication of our team and partners. Our sincere appreciation to the Governing Board chair and members for their steadfast support and guidance towards our shared goals.

During critical moments such as Typhoon Mocha in Myanmar and the ARDEX-23 Exercise, the AHA Centre witnessed the tangible implementation of the One ASEAN One Response. These events underscored the importance of solidarity and collaboration among ASEAN Member States in disaster response and management. 

As part of the AHA Centre’s commitment to excellence, capacity building continues to be one of our key priorities. We recognise the importance of initiatives to enhance the skills and well-being of our staff in ensuring our continued effectiveness in delivering disaster management efforts in the region. 

Partnership also remains fundamental to our mission, and we sincerely appreciate the invaluable support from our partners. Collaborating under the framework of the AADMER Work Programme 2021-2025, we are collectively working towards realising ASEAN’s vision of becoming a disaster-resilient region. The signing of new Memoranda of Intent (MoIs) with JICA and ADRC further solidifies our commitment to fostering collaboration and innovation in disaster management.

Looking ahead, the AHA Centre looks forward to further collaboration with our partners under the chairmanship of Brunei Darussalam. Together, we are poised to rise through every moment, guided by our collective determination to build a safer, more resilient ASEAN.

COORDINATION

Thriving Through Response

The year 2023 presented dynamic challenges. These moments of challenges highlighted the critical role of coordination in navigating the complexities of disaster management, adapting to the changing circumstances, and emerging stronger, more resilient and more united than ever before. 

TROPICAL CYCLONE MOCHA
MYANMAR

On 14 May 2023, Tropical Cyclone Mocha made its landfall to Myanmar landmass with maximum sustained winds of 250 km/h (equivalent to a Category 4 hurricane on the Saffir-Simpson Scale) and wind gusts of up to 305 km/h.

On 9 January 2023, AHA Centre received a request from the Department of Disaster Prevention and Mitigation (DDPM), Thailand to support the drought assessment in the Northeast regions of Thailand. 

The first phase of the drought assessment took place on 12 and 13 January 2023 in the Nakhon Ratchasima province, leveraging remote support from AHA Centre’s Disaster Monitoring and Analysis (DMA) Unit. The AHA Centre also delivered training to the DDPM assessment team on the development of DAKO forms and its use for the assessment. DAKO is the AHA Centre’s platform for data collection, survey and analysis to assist rapid damage and needs assessment. 

The second phase of the assessment took place on 22-28 January 2023 in Chaiyaphum, Surin, and Buriram. During this phase, DDPM and the AHA Centre collaborated to enhance and modify the drought assessment tool using the digital version of DAKO, which included creation of live dashboard and data analysis visualisation through Power BI dashboard. DAKO also enabled live monitoring and on-field data analysis of the assessment in Chaiyaphum, Surin, Buriram, and Nakhon Ratchasima. The AHA Centre also supported DDPM in conducting assessments and interviews in the field.

The initial findings were presented to the DDPM Thailand Research and International Cooperation Bureau on 30 January 2023, serving as a baseline for the country’s risk management strategies. The result of the drought assessment was also published on the 4th ARMOR publication.

Through collaborative efforts and proactive measures, the AHA Centre and DDPM Thailand have laid a solid foundation for mitigating the adverse effects of drought in the region. By identifying challenges and leveraging technology, these initiatives aim to build resilience and ensure timely responses to future disasters.

COLLABORATIVE EFFORTS IN RESPONSE TO THAILAND’S DROUGHT
THAILAND

In response to the looming threat of drought in the Northeast regions of Thailand, the Department of Disaster Prevention and Mitigation (DDPM) and the AHA Centre joined hands to conduct comprehensive assessments and enhance the country’s resilience.

On 9 January 2023, AHA Centre received a request from the Department of Disaster Prevention and Mitigation (DDPM), Thailand to support the drought assessment in the Northeast regions of Thailand.

COMBINED EFFECTS OF THE SOUTHWEST MONSOON AND TROPICAL CYCLONE DOKSURI
THE PHILIPPINES

In response to the impacts of the typhoon in the Northern Luzon of the Philippines in the end of July until August, the National Disaster Risk Reduction and Management Council (NDRRMC) in coordination with the AHA Centre, mobilised DELSA relief items from DELSA Satellite Warehouse located in Camp Aguinaldo, Philippines.

USD 760,670.63 worth of relief items were mobilised to support the needs of the affected people. The relief items dispatched including personal hygiene kits, shelter repair kits, family kits, tarpaulins, generator set and water filtration unit. 

ENHANCING DISASTER RESPONSE: HIGHLIGHTS FROM ARDEX-23

Joint exercise for disaster emergency response among ASEAN Member States is one of the key mandates of the ASEAN Agreement on Disaster Management and Emergency Response (AADMER).

The ASEAN Regional Disaster Emergency Response Simulation Exercise 2023 (ARDEX-23) was held in Yogyakarta, Indonesia from 31 July to 4 August 2023, with the theme, “Strengthening ASEAN’s collective response capacity through national leadership, regional enhancement, and international support”.

AJDRP: 2023 MILESTONES TOWARDS ONE ASEAN ONE RESPONSE VISION

The year 2023 marked significant milestones in the ASEAN Joint Disaster Plan with the 3rd and 4th ASEAN Joint Disaster Response Plan workshops organised in Manila, Philippines and Jakarta, Indonesia, on 19-20 September 2023 and 16-17 November 2023, respectively.

Enhancing Through Mitigation

Disaster Information Management is a cornerstone of the AHA Centre’s mission. By harnessing the power of data, collaboration and innovation, this core function has enabled the AHA Centre to support National Disaster Management Organisations in ASEAN Member States across the whole emergency management cycle to navigate and mitigate the impact of disasters effectively.

ANNUAL DISASTER OCCURRENCE BY YEARS

AIM-Net

The ASEAN vision 2025 on disaster management envisions AHA Centre as a platform for information repository and knowledge exchange on lessons learnt and best practices in disaster risk reduction.

In line with this vision, the AHA Centre Information Management Network (AIM-Net) was established as a regional forum for ASEAN Emergency Operation Centre (EOC) to coordinate and cooperate in strengthening their capacities, capabilities, and practices in Disaster Information Management and Information Systems Interoperability. 

ASEAN DISASTER INFORMATION NETWORK (ADINET) ENHANCEMENT

The ASEAN Disaster Information Network (ADINet) is the backbone of AHA Centre’s disaster information management. As the primary tool and platform to record disasters in the ASEAN region, ADINet is used by both disaster management practitioners and the general public. 

 ADINet is currently utilised by Indonesia’s National Disaster Management Agency (BNPB) to develop its national disaster reporting. In 2023, ADINet recorded over 55K total pageviews and 10K unique users from ASEAN Member States and beyond. 8% of all recorded disasters in the ADINet were contributed by national disaster management offices in ASEAN Member States. 

ASEAN DISASTER MONITORING AND RESPONSE SYSTEM

The year 2023 marked significant milestones in the ASEAN Joint Disaster Plan with the 3rd and 4th ASEAN Joint Disaster Response Plan workshops organised in Manila, Philippines and Jakarta, Indonesia, on 19-20 September 2023 and 16-17 November 2023, respectively. 

EMERGENCY OPERATIONS CENTRE EXERCISE (EOCX)

The Emergency Operations Centre Exercise (EOCX) is an exercise to introduce, refresh, and strengthen the familiarity of Emergency Operations Centre (EOC) personnel of the AHA Centre and National Disaster Management Organisations in ASEAN Member States on regional EOC Standard Operating Procedures (SOPs) as well as to test regional EOC SOPs for further improvement.

CORE FUNCTION-3

RESOURCE MANAGEMENT

Advancing Through Management

Effective disaster response requires the ability to rapidly mobilise resources and the strategic allocation and management of resources. Central to this core function is the coordination and collaboration among stakeholders with AHA Centre as the focal point for resource coordination and collaboration. In 2023, the core function III of AHA Centre also encompasses initiatives aimed at building capacity and promoting innovation in resource management. 

ACE-LEDMP :

Shaping Future Leaders In Asean Disaster Management

In 2023, the AHA Centre unveiled the AHA Centre Executive Leadership in Emergency and Disaster Management Programme (ACE-LEDMP) as the rejuvenation of the previous ACE Programme. This two-year initiative is meticulously crafted to bridge the gap between junior and middleranking officers of ASEAN National Disaster Management Organisations (NDMOs) and related offices, aligning with the urgent need for robust ASEAN capacity-building efforts in disaster management.

ASEAN-ERAT IN 2023:

Navigating Emergencies and Driving Resilience

The ASEAN Emergency Response and Assessment Team (ASEAN-ERAT) stands as a vital force in the region’s disaster management landscape. Comprising experts from ASEAN Member States, ASEAN-ERAT operates under the auspices of the AHA Centre, working closely with national disaster management organisations (NDMOs) and other stakeholders to deliver timely and effective assistance during emergencies.

ASCEND

ASEAN STANDARDS AND CERTIFICATION FOR EXPERTS IN DISASTER MANAGEMENT

The ASEAN Standards and Certification for Experts in Disaster Management (ASCEND) aims to recognise the competency of disaster management professionals in the ASEAN region.  In 2023, the implementation of the ASCEND was mainly shaped by the result of the ASCEND Certification Trial Simulation in 2022. With the support of the Republic of Korea, ASCEND documents were refined, several feasibility studies were conducted and the capacity of ASCEND assessors were strengthened.

SICAP

STRENGTHENING INSTITUTIONAL CAPACITY OF AHA CENTRE PROJECT

With funding support from the New Zealand Ministry of Foreign Affairs and Trade (MFAT), the AHA Centre is currently implementing the Strengthening Institutional Capacity (SICAP) project to strengthen the institutional capacity of the AHA Centre as well as the ASEAN Community to facilitate a more comprehensive, integrated and inclusive knowledge creation and exchange on disaster management for the entire region, and potentially beyond.

DELSA PHASE IV

IMPROVING ASEAN’S HUMANITARIAN ASSISTANCE CAPACITY IN MULTI HAZARDS

AHA CENTRE – AUSTRALIA PROJECT

The AHA Centre – Australia project has concluded at the end of December 2023. Launched on 16 October 2022, the project has supported the AHA Centre with appropriate systems to increase the capability of the AHA Centre to effectively respond to human-induced crises.

KNOWLEDGE OUTREACH

Shining Through Engagement

Embracing the theme “Rising through the Moments”, AHA Centre’s knowledge and outreach initiatives continued to play a crucial role in 2023. Key highlights included the ASEAN Disaster Management Week in Singapore, featuring the One ASEAN One Response Roadshow and Inter-regional Dialogue on Disaster Resilience. The crisis communication training in Bogor also supported the improvement of the skills of national disaster management organisations (NDMOs) and AHA Centre staff. 

CRISIS COMMUNICATION TRAINING FOR NDMOS’ COMMUNICATION FOCAL POINT

As key actors in disasters and emergency situations, it is crucial for staff of the AHA Centre and National Disaster Management Organisations (NDMOs) in the region to have the ability to effectively communicate with diverse stakeholders in times of crises.

Held in Sentul, Bogor, Indonesia from 31 October to 3 November 2023, the crisis communication training was attended by 28 participants from NDMOs of ASEAN Member States, AHA Centre’s communication focal points and the ASEAN Secretariat. 

ASEAN DISASTER MANAGEMENT WEEK (ADMW), SINGAPORE

The ASEAN Disaster Management Week (ADMW) is a once-off, week-long event comprising four back-to-back activities of the ASEAN Committee on Disaster Management (ACDM).

The first One ASEAN One Response Roadshow in Singapore kicked off the ADMW week on 21 August 2023 with presentations on the concept of OAOR, ASEAN Agreement on Disaster Management and Emergency Reponse (AADMER) and latest ACDM developments, including updates on the Disaster Emergency Logistics System for ASEAM (DELSA).

The AIDDR is an inaugural knowledge exchange forum supported by the Asian Development Bank (ADB) to encourage the sharing and promotion of best practices and achievements on disaster risk management (DRM) within and beyond ASEAN. The event involved the presentation of an inter-regional study on DRM by selected regional organisations, such as the ACDM, Pacific Islands Forum and the European Union, to identify common areas of alignment on DRM and to promote disaster resilience.

The year 2023 marks the 20th anniversary of the formation of the ACDM. Led by the current ACDM chair, Viet Nam and supported by the ASEAN Secretariat and the AHA Centre, a 10-minute commemorative video on the 20-year journey of ACDM was launched during the ADMW. The video featured notable individuals including the current and former Secretary-Generals of ASEAN who highlighted key milestones and major achievements of the ACDM since its formative years.

The ASEAN Strategic Policy Dialogue on Disaster Management (SPDDM) has brought together ASEAN’s thought leadership and strategic global leadership in disaster management since 2015. Served as the pinnacle event of the week-long ADMW, the 2023 SPDDM brought together experts and renowned practitioners on climate-induced disaster resilience, technology, artificial intelligence, geographic information systems and innovative proactive disaster management to discuss the future landscape of ASEAN’s disaster management.

THE 9TH SENIOR EXECUTIVE PROGRAMME IN DISASTER MANAGEMENT (SEPDM) 2023

The 9th SEPDM was organised from 6 to 10 November 2023 at the Civil Defense Academy, Singapore. The event was co-organised by the AHA Centre and the Civil Defence Force (SCDF) Singapore as a pinnacle programme for senior leaders in disaster management in ASEAN and in the Asia-Pacific region. 

ONE ASEAN ONE RESPONSE (OAOR) ROADSHOW 2023

The OAOR aims to bring together all of ASEAN in responding to major events within and outside of the region and ensuring the interoperability of the response efforts with the United Nations (UN). 

The OAOR Roadshow 2023 was kicked off in Singapore during the ADMW before continuing to Brunei Darussalam, Indonesia, Malaysia, Philippines and Thailand.

SECONDMENT PROGRAMME BATCH 1 AND 2

Endorsed by the ASEAN Committee on Disaster Management on 24 May 2022, the AHA Centre Secondment Programme is a key initiative under Phase II of the Swiss Agency for Development and Cooperation (SDC) funding, which aims to enhance the disaster management capabilities of the ASEAN region. 

INFORMATION COMMUNICATIONS TECHNOLOGY

Emergency Telecommunication Network (ETN) is one of the key elements for supporting the ASEAN joint collective response. With the rapidly evolving technology in telecommunications systems and infrastructures, the capacity to improve disaster risk management has become a critical factor in strengthening resilience.

Held in Singapore from 8 to 10 February 2023, the training on emergency telecommunication system was conducted to strengthen National Disaster Management Organisations, the ASEAN Secretariat and the AHA Centre team with the knowledge and skills to optimally utilise communication systems technology during emergencies.

Reliable alternate communication links or connectivity holds a pivotal role in facilitating timely and adequate data gathering and information sharing to ensure coordinated responses during emergencies or disasters.

 

The continuation of emergency telecommunications equipment training was held in August 2023 in Sentul, Bogor, Indonesia. The four-day course consisted of classroom sessions, hands-on exercises, and simulation exercise (SIMEX), and was attended by 12 participants representing 7 ASEAN Member States from NDMOs as well as the AHA Centre.

WORKSHOP ON LESSONS LEARNED FROM HUMANITARIAN OPERATIONS FOR THE 7.8 MAGNITUDE EARTHQUAKE IN TURKEY AND SYRIA

The scale of humanitarian operations with more than 100 countries sending humanitarian aid (including at least six ASEAN Member States) offered a glimpse of how the international humanitarian system can effectively support an emergency response.

PUBLICATIONS AND
ONLINE ENGAGEMENT

Since 2012, the AHA Centre website and social media remain at the forefront of the AHA Centre’s engagement with the general public. As shown on the following infographics, both platforms continue on the upward trend with a year-on-year increase of 3%, 30%, 39%, 3% followers on Facebook, Instagram, LinkedIn and Twitter (X) respectively, and a total of 85,101 visitors and 11,753 returning visitors to the website.

CORPORATE GOVERNANCE

AHA CENTRE ANNUAL REVIEW WORKSHOP AND TRAINING

In December 2023, a series of workshops and training sessions were held in Bali, Indonesia, to bolster the skills, safety, and preparedness of the AHA Centre’s team for handling emergencies and disaster management scenarios.

The 2023 Annual Review Workshop took place on 3 December 2023. The workshop brought together all AHA Centre’s staff to review past year’s activities and achievements, while also facilitating discussions and planning for the year ahead. Valuable staff reflections and suggestions contributed to ensuring continuous improvement and alignment with AHA Centre’s strategic objectives for 2024. By facilitating collaboration and establishing a clear roadmap for the coming year, the workshop also enhanced staff productivity and overall organizational efficiency.

From 4 to 6 December 2023, RedR Australia, with funding from the Department of Foreign Affairs and Trade (DFAT) facilitated a comprehensive personal safety and security training for AHA Centre staff. The training combined classroom instruction with immersive simulation exercises, equipping AHA Centre staff with the essential skills to effectively assess and mitigate personal safety risks during emergency response missions. The training aimed to provide a deeper understanding of the challenges and necessary precautions associated with emergency response missions, encompassing natural disasters and humanitarian crises.

On 7 December 2023, AHA Centre staff participated in a Crisis Communication Training funded by the European Union through the EU-SAHA project. The training utilised a blend of classroom sessions and group exercises with case studies to provide a strong foundation in crisis communication. This training empowered AHA Centre staff to identify crisis situations and equip them with the knowledge to overcome them effectively.

BASIC AND ADVANCED FIRST AID AND SAFETY TRAINING IN BOGOR

In October 2023, the AHA Centre conducted Basic and Advanced First Aid and Safety Training in Bogor with support from GIZ. The training sessions were designed to equip AHA Centre staff with essential knowledge and skills to administer basic life support and manage accidental injuries. These skills are crucial for enhancing the preparedness and response capabilities of AHA Centre staff during emergencies.

The basic training focused on equipping participants with the essential first-aid techniques necessary to provide immediate support during emergencies. This included vital skills like CPR (Cardiopulmonary Resuscitation), wound management, and choking first aid procedures. Developing a strong foundation in these core areas,will ensure the preparedness of AHA Centre’s team in handling a broader range of emergency scenarios.

17-19 October 2023

Building upon the basic training, the advanced sessions provided participants with more in-depth knowledge and techniques for managing more complex emergency situations. This included advanced CPR techniques, dealing with severe injuries like fractures and dislocations, and utilising first aid equipment effectively. By honing these advanced skills, the AHA Centre staff can independently manage various first aid scenarios, ensuring a well-coordinated and efficient response during critical incidents.

TRAINING ON INDONESIAN TAXATION LAW AND TAX EXEMPTION FOR INTERNATIONAL ORGANISATION

Aligned with AHA Centre’s commitment to legal compliance, a training on Indonesian Taxation Law and Tax Exemption for International Organisation was held on 30 January 2023. The training aims to equip AHA Centre’s Indonesian staff with the necessary knowledge to ensure compliance. 

LEARNING AND DEVELOPMENT SUBSIDY PROGRAMME (LDSP) STAFF ACTIVITY

Launched in 2022, the Learning and Development Subsidy programme aims to foster a culture of continuous learning and professional development. By providing financial support for staff to expand their skillsets, the LDSP ultimately contributes to the AHA Centre’s overall resilience and effectiveness in disaster management.

WAY FORWARD

The year 2023 marked a successful resumption of in-person activities, which has greatly contributed to the productivity of AHA Centre. 

As a regional knowledge hub in disaster management, the AHA Centre has prioritized the transfer of knowledge to enhance disaster management capacity across the region.  This commitment was exemplified through the implementation of the ASEAN-ERAT localisation programme, offering officials from National Disaster Management Organisations (NDMOs) the opportunity to gain comprehensive insights into disaster management.

Looking ahead to 2024, the AHA Centre is exploring the potential for extending its response efforts beyond the ASEAN region. This initiative aligns with our recognition of both the growing capacity within ASEAN Member States and the global need for robust disaster response mechanisms during large-scale disasters.

The AHA Centre also remains committed to forging more collaborations and partnerships with various organisations.  These strategic partnerships are essential to strengthening regional resiliency and ensuring a more coordinated and effective response to future disasters.
