
REGIONAL SUMMARY:
During the forty-fifth week of 2025, a total of 47 disaster events were reported across the ASEAN region, including droughts, floods, landslides, storms, and wind-related incidents affecting Indonesia, the Philippines, and Viet Nam. In Thailand, flooding that began in Week 47 continued to impact 19 provinces, as reported by the Department of Disaster Prevention and Mitigation (DDPM). In Indonesia, Badan Nasional Penanggulangan Bencana (BNPB) recorded multiple events across several provinces, including Aceh, Banten, West Java, Central Java, East Java, Central Kalimantan, Lampung, North Maluku, West Nusa Tenggara, Central Sulawesi, and North Sumatra. Meanwhile, the National Disaster Risk Reduction and Management Council (NDRRMC) reported disaster situations across the Philippines resulting from Tropical Cyclones KALMAEGI and FUNG-WONG. In Viet Nam, the Viet Nam Disaster and Dyke Management Authority (VDDMA) also reported disaster impacts associated with Tropical Cyclone KALMAEGI.
HIGHLIGHT:
Tropical Cyclone KALMAEGI re-intensified into a typhoon before making landfall over Gia Lai and Quang Ngai Provinces, Viet Nam, on 6 November 2025, bringing destructive storm surges, flooding, and strong winds across the southern Central Region. As of 10 November, VDDMA reported six deaths, about 2.4K collapsed houses, 58.8K damaged or unroofed houses, damage to 179 ships, over 54K aquaculture cages, 18 hectares of fish and shrimp farms, and nearly 39.6K hectares of crops. Power outages continue for around 330.5K customers in Gia Lai and Dak Lak. Initial losses are estimated at USD 298.23 million. In the Philippines, as of 0500H UTC+7, casualties from KALMAEGI have risen to 165 deaths, 502 injuries, and 79 missing (NDRRMC). About 3.7 million people (1.1 million families) are affected across multiple regions, with 317.3K displaced and 201.7K staying in 1,151 evacuation centres. A total of 110.3K houses and 272 infrastructures were damaged, alongside disruptions to power, water, and telecommunications. Meanwhile, Tropical Cyclone FUNG-WONG intensified into a super typhoon (PAGASA) before landfall in Aurora Province, Northern Philippines. As of 1800H UTC+7, NDRRMC reported two deaths, two injuries, and 1.4 million people (381K families) affected, with power and communication outages in severely impacted areas. The AHA Centre continues to closely monitor the situation in coordination with NDRRMC and VDDMA and stands ready to provide assistance should the need arise.
HYDRO-METEO-CLIMATOLOGICAL:
For the past week, data from the ASEAN Specialised Meteorological Centre (ASMC) indicated medium to high 7-day average rainfall associated with the development of Tropical Cyclones KALMAEGI and FUNG-WONG, particularly over Cambodia, Lao PDR, the Philippines, and Viet Nam. ASMC also reported similar rainfall levels across other ASEAN Member States, including Indonesia, Malaysia, Myanmar, and Thailand. While Tropical Cyclone FUNG-WONG has moved away from the Philippines and the ASEAN region and is now outside the Philippine landmass, another tropical disturbance is currently being monitored over the western Pacific Ocean, located north of Papua (PAGASA, JTWC).
GEOPHYSICAL:
Five (5) significant earthquakes (M>5.0) were recorded by Indonesia’s Badan Meteorologi, Klimatologi, dan Geofisika (BMKG), Myanmar’s Department of Meteorology and Hydrology (DMH), Thai Meteorological Department (TMD), and the Philippines Institute of Volcanology and Seismology (PHIVOLCS). Mount Semeru (alert level II) and Ibu (alert level II) in Indonesia, and Kanlaon (alert level 2), Taal (alert level 1), Mayon (alert level 1), and Bulusan (alert level 1) volcanoes in the Philippines reported recent volcanic activity according to Pusat Vulkanologi dan Mitigasi Bencana Geologi (PVMBG) and PHIVOLCS..
OUTLOOK:
According to the ASEAN Specialised Meteorological Centre (ASMC), for the coming week, drier conditions are predicted over southern and southeastern Mainland Southeast Asia and the western equatorial region; wetter conditions are predicted over much of the southern and southeastern Maritime Continent; and warmer than usual temperatures are predicted over parts of the western and central equatorial region. For the regional assessment of extremes, there is a moderate increase in chance of very heavy rainfall over most of the southeastern Maritime Continent, in particular eastern Java, Nusa Tenggara, Timor Leste and southern Sulawesi, and small increase in chance over parts of eastern Borneo, southern Sumatra, southern Peninsular Malaysia. A negative IOD is currently present. La Niña conditions are predicted for October – December 2025.
