REGIONAL SUMMARY:
For the thirty-second week of 2023, nineteen(19) disaster events reportedly affected the region. Cambodia, Indonesia, Myanmar, Philippines, Thailand, and Viet Nam have been reportedly affected. Badan Nasional Penanggulangan Bencana (BNPB) of Indonesia reported floods and landslides in Aceh, West Sumatra, and North Maluku; and drought in West and East Java. The Department of Disaster Management (DDM) Myanmar reported flooding in Kachin, Kayin, Chin, Tanintharyi, Bago, Magway, Mon, Rakhine, and Yangon. The Philippines’ National Disaster Risk Reduction and Management Council (NDRRMC) reported floods, storms, and winds in Davao del Norte, Occidental Mindoro, and Zamboanga del Sur. Thailand’s Department of Disaster Prevention and Mitigation (DDPM) floods in Nan Province. Lastly, Viet Nam Disaster and Dyke Management Authority (VDDMA) reported flooding and landslides in Lai Chau, Yen Bai, Son La, Lao Cai and Dien Bien.
HIGHLIGHT:
According to the DDM Myanmar, as of 11 August, around 14.2K families (62.7K people) have been affected over Kachin, Kayin, Chin, Tanintharyi, Bago, Magway, Mon, Rakhine, and Yangon. Reports also indicate that there have been 5 lives lost and 8 houses totally damaged. The Government Authorities have provided 34.2K USD worth of assistance to the affected community. Meanwhile in Viet Nam, according to VDDMA, flooding and landslides in Lai Chau, Yen Bai, Son La, Lao Cai, and Dien Bien, has affected around 450 families (2.3K persons), caused the death of 11 individuals, and injured 3 persons. The relevant agencies have carried out necessary actions to address the situation.
HYDRO-METEO-CLIMATOLOGICAL:
For the past week, data from the ASEAN Specialised Meteorological Centre (ASMC) showed high 7-day average rainfall spreading across northern Sumatra and Kalimantan in Indonesia; northern Lao PDR; western coast, northern parts, and southern parts of Myanmar; eastern parts of Mindanao in the Philippines; and northern parts of Viet Nam. As of reporting, TC LAN and DORA were located outside ASEAN Region (JTWC).
GEOPHYSICAL:
Eight (8) significant earthquakes (M?5.0) were recorded by Indonesia’s Badan Meteorologi, Klimatologi, dan Geofisika (BMKG) and The Philippine Institute of Volcanology and Seismology (PHIVOLCS). Mount Ibu (alert level II), Semeru (alert level III), and Ili Lewotolok (alert level II) in Indonesia, and Mayon (alert level 3), Taal (alert level 1), and Kanlaon (alert level 1) in the Philippines reported recent volcanic activity according to Pusat Vulkanologi dan Mitigasi Bencana Geologi (PVMBG) and PHIVOLCS.
OUTLOOK:
According to the ASEAN Specialised Meteorological Centre (ASMC), for the coming week, drier conditions are predicted over much of the southern ASEAN region; wetter conditions are predicted over the central and southern Philippines as well as the surrounding region; warmer conditions are predicted over most of the central and eastern equatorial region, and over much of the northern ASEAN region. For the regional assessment of extremes, there is a small increase in chance for a very heavy rainfall event to occur in the areas around 10°N; and a small increase in chance for extreme hot conditions to occur in the parts of central Mainland Southeast Asia and central equatorial region. El Niño conditions are predicted to strengthen over the next few months. At the seasonal timescale during June to August, El Niño events bring drier conditions to much of the southern ASEAN region.
